Topic:  Making Sense of the new DCOD (Demolition Control Overlay District) – Nuts & Bolts For Brokers and Agents

Description:  UPDATE: AMENDMENTS PASSED –  On April 15th, the Newburyport City Council is expected to enact zoning amendments for the purpose of further regulating the demolition and alteration of historic buildings and structures within Newburyport.  One new zoning ordinance will be called the DCOD and will potentially impact the majority of the National Register Historic District (residential areas located mostly outside of the immediate “downtown”).  Certain demolition (even partial) of, or alterations to, structures within this new “hot zone” will be subject to a brand-new permitting process.

Ad Pushes Lawmakers on Debt Forgiveness
NAR is running a forceful ad in key Washington and other publications as the Senate Finance Committee prepares to vote on extending  the “Mortgage Forgiveness Tax Relief Act, which  requires the IRS to exclude so-called phantom income from taxes for households who’ve sold their house as a short sale or had a portion of their mortgage forgiven. The ad says “Upside-down homeowners need tax relief now,” and some two dozen consumer, real estate, and other organizations have added their name to NAR’s as sponsor. More about mortgage cancellation relief.

Lawsuits Challenge Independent Contractor Status
Two lawsuits in California and one in Massachusetts are challenging the independent contractor status of real estate sales associates. NAR Legal Affairs looks at the cases in this five minute video.

REALTORS® Felt Strongly about Prices in March as Confidence in the Overall Market Remained in Positive Territory

Half of the REALTOR®-members who responded to survey have seen an increase in demand for accessible/single-floor homes

WALTHAM, Mass. – April 15, 2014 – The Massachusetts Association of REALTORS® (MAR) reported today that the March REALTOR® Market Confidence Index (RMCI) continued to be in positive territory, but was down for the fifth straight month compared to the same time last year. The REALTOR® Price Confidence Index (RPCI) stayed strong in March continuing its two-year trend. The results of the March “Hot Topic” question showed that half of REALTOR®-members who responded have seen an increase in demand for homes that are accessible or designed for the owners to age in place with single-floor living.

Buyer demand pushed pending home sales up again in March

If you live in Massachusetts you know this March was much more winter-like than most of us wanted. And while we New Englanders are hardy, we sure did lot of weather-based complaining this year. Yet, despite the cold and snow, buyers continued to get out there and made more accepted offers this March than any March since 2004!  Finally, the significant month-to-month increases are typical from February to March.

Here are the highlights:

March 2014:

  • Single-family pending home sales were up 15% compared to March 2013
  • Single-family month-to-month pending home sales were up 44.5% from February 2014
  • Single-family median price up 8.3% from March 2013 (to $314,000)
  • Condo pending home sales were up 7.3% compared to March 2013
  • Condo pending month-to-month home sales were up 42.4% from February 2014
  • Condo median price up 12.8% compared to March 2013 (to $304,500)

NE Ranks Most Improved in Cost vs. Value Report

NAR’s recently published Cost vs. Value Report ranked New England as the most improved region for remodeling costs recouped upon resale with an overall cost to value ratio of 74.6%, moving the region from sixth to third year over year. For 2013, the cost-value ratio of remodeling projects nationwide averaged 66.1%, up 5.5 points over the previous year. Click here to learn what remodeling projects ranked highest for return on investment upon sale.

Join us on Thursday morning at 8:45am for refreshments provided by Liz Ryan of Guaranteed Rate.  Speaker topic will be at 9am with a Q&A to follow. David Lops of Mortgage Financial and Barret Elliot of Birchwood Credit Services, Inc., will review how credit scores work, how they are computed, what information is used to develop the credit score, and how to help consumers correct errors on their credit reports ( in order to correctly reflect and maximize their credit scores).   Small changes on a consumer’s credit report can create dramatic increases in credit scores. These increased credit scores represent the consumer’s “true score” which could be artificially depressed by credit report errors or mismanagement.  Because of dramatic changes in the mortgage industry, it has become significantly more difficult to obtain a new mortgage or competitive rate refinance without the highest of FICO credit scores. Come learn how to manage clients expectations and how important their credit score is when bringing a potential transaction to a closed sale.

FHA Dual Agency Remains Permissible
HUD has delayed its plan to prohibit dual agency on FHA short sales and is working with NAR to develop a policy that addresses NAR’s concerns over the impact such a prohibition would have on communities.

FHA Proposal Eliminates Post-payment Charges
HUD is proposing to eliminate “post-payment interest charges” on FHA loans that consumers pay off. NAR supports eliminating the charges, which are unique to FHA loans and amount to a prepayment penalty.
